Long ago, Moses led the Israelites out of Jerusalem. There were a ton of people, so some form of government had to be formed. The people were nomads, wandering the desert, so they needed a government that would work with that. Because of this, the government needed to be simple. Moses was growing old, so the people couldn't bring everything straight to him. In Exodus 18 v. 25 it says,
"And Moses chose able men out of all Israel, and made them heads over the people, rulers of thousands, rulers of hundreds, rulers of fifties, and rulers of tens."
This is a simple but effective form of government. Any problems that arise are taken care of by the leaders that hold jurisdiction over those people. If it was something serious, it might take leaders of the fifties, hundreds, and thousands. If it pertained to the entire group it was taken to Moses himself.
