Russia's parliament voted to decriminalize domestic violence in cases where no substantial bodily harm is sustained and which is not repeated in a 12 month period.
This bill just needs to be voted on by the upper house, where it is not expected to meet any opposition, and then signed by the president, Vladimir Putin.

In the sense that prison is just a training ground for crime, this makes a certain amount of sense with the 12 month no repeat thing. However, I'd have to say that any repeat after would get an additional sentence or something. That would allow for the possibility of a one-time fight that gets out of control without throwing the offender into prison where they'll just learn to be more violent, but still not give a free pass to be violent once a year.
