I think that Bashar Al-Assad has used chemical warfare against rebels.

Syria slammed for reported use of chemical weapons
Syria's self-declared president has been many times accused of using chemical weapons in his war effort. Many investigations have come to the conclusion that he has used chlorine, and mustard gas. Syria's government has also failed to supply sufficient information during investigations. Government officials in the Syrian government have responded by saying that these claims are all part of a campaign of lies to make Syria look bad.

I don't think it's possible to make up lies that can make Al-Assad look any worse than the truth makes him look. I mean, why would anyone lie about chemical weapons when they have plenty of other things to tell about him? He has certainly done what the investigations have said.
